College Governance

The Council
Members of Council are elected for three-year terms and are eligible to serve a maximum of three such terms. Under the Articles, nomination for election to Council must be sent to each Fellow not later than the fourth Friday in May, in each year in which an election is necessary, and the prescribed process concludes with the closure of the ballot at 2.00pm on the fourth Monday in July. The successful candidates are announced at the Colleges' Annual General Meeting in October and take office on the following 1 January.

Council Members

Office Bearers
The College Office Bearers are:

  • the President;
  • the Dean of the Faculty of Radiation Oncology;
  • the Treasurer; and
  • the Chairperson of the Education Board.
The President is elected by Council from the Councillors at a meeting held not later than 31 August each year.

The President holds office for two years from the 1 January following his/her appointment. A Fellow who serves as President is not eligible to be elected to Council or to remain as a Councillor after the expiration of his/her term as President.

The Treasurer and the Chairperson, Education Board are appointed by Council from the Councillors at the last Council meeting in each calendar year. Both are appointed for one-year terms and are eligible for re-appointment to those positions.

The Dean, Faculty of Radiation Oncology is appointed by Council at the last Council meeting in a calendar year on the recommendation of the Faculty Board and holds office in accordance with the Faculty By laws.

Executive of Council
The Executive of Council comprises:

  • the President;
  • the Dean, Faculty of Radiation Oncology;
  • the Chairperson, Education Board;
  • the Treasurer; and
  • two other members of Council elected by the Councillors at the last meeting of the Council each year. At least one member of the Executive of Council must be a member of the New Zealand Branch.
Council may delegate to the Executive of Council the supervision of the day to day business of the College and any other function the Council thinks fit. Minutes of meetings of the Executive of Council are required to be provided to each member of Council within 14 days of every such meeting.

The Chief Executive Officer
The Chief Executive Officer is responsible to Council, through the President, for the management and control of the day to day administration of the College. The duties and responsibilities of the position include:

  1. To enhance the image and influence of the College so that it is perceived by the public and relevant authorities as the source of expertise and advice on Imaging and Radiation Oncology.
  2. To advise and develop policies and strategies to further the interests of the College and its members.
  3. To at all times ensure that the name and reputation of the College is protected.
  4. To manage and control the day to day administration of the College.
  5. To prepare accounting and management reports on a monthly basis, ensuring that the reports are verified and true and correct to the best of the knowledge of the CEO.
  6. To be responsible for each of the paid employees of the College including their appointment and dismissal, ensuring that their proper remuneration is paid, that annual reviews of each employee’s remuneration is undertaken and that all taxation and other statutory payments are made in a timely manner.
  7. To attend all meetings of the Council of the College, the Faculty of Radiation Oncology and all or any committees and sub-committees as directed by the President of the College and to ensure that all such meetings are properly minuted and recorded.
  8. To be responsive to all Members of Council, the Board of the Faculty of Radiation Oncology or the Chairperson of any committee of the College in order to facilitate the achievement of College objectives.
  9. To otherwise exercise and carry out all such powers and duties and observe all such directions and restrictions as the President of the College shall direct from time to time.

Update on Australasian Implementation of MRI Conditional Pacemaker
The first MRI-conditional pacemaker, the Medtronic 'Advisa DR MRI Surescan', was launched on the Australian market at the end of April. It is understood that about 100 units have already been implanted.
Passenger Airport Screening Technologies
ARPANSA has recently released a fact sheet providing information on radiation risks associated with the recently introduced Passenger Airport Screening Technologies.
Unnecessary CT Scans
Dr Matthew Andrews, President of RANZCR has endorsed the concerns raised by Dr Tony Webber, Director of Medicare’s Professional Services Review, about the inappropriate use of CT scans.

However, Dr Andrews said that this concern about CT should not be about blaming doctors. He said that Radiologists are always concerned to minimise all risks including radiation risks to patients from ionising imaging examinations;
